The VGO standards working group maintains definitions, measurement protocols, version decisions and the Rank v1.0 issuance process.
Decision rights
Proposals and material changes require a recorded rationale, version and review. Numeric Rank thresholds are fixed in the standard and may only change with a new protocol version or a recorded emergency amendment.
Operating separation
Omseek initiated the system and is the first product user. Formal Rank issuance and status changes belong to the Framework operating boundary operated by KUAIFANFAN. Payment cannot change rating eligibility or sampling.
Limits of current claims
The working group is not an independent committee. Production signing uses SoftHSM on the Framework host. Incomplete calibration must be disclosed and must not be described as completed first-issuance acceptance.
