Research and calibration
Repository verification found no sealed two-window pilot reports. Entity queues, pilot windows and quality metrics remain available as post-open quality work; they are not hard gates for turning on production issuance (2026-09-30 amendment).
What will be measured
Minimum samples, required surfaces, missing-data rate, disagreement (κ), level distribution, confidence and cross-period stability must be reported by protocol version when a calibration package is run.
What remains open
Calibration evidence may still be collected. SoftHSM production signing is live. Incomplete calibration must be disclosed honestly.
Results and limits
Visits and business outcomes require separate authorization and validity research. A Rank increase alone does not prove revenue growth.
